MINUTES of the COMBE ST.NICHOLAS PARISH COUNCIL MEETING
Held on Monday 24th October 2016, at 7. 30pm in the Village Hall
PRESENT; Mr. Rob Grimmond, Mrs. Lynn Osborne, Mrs.Rosemary Yarrow, Messrs. Tony Cole, John Gilbert, Ian Stonex and John White
Also Nigel Pearson (County Councillor), Martin Wale (District Councillor), 2 members of the public and Mrs. Anne Hunt (Clerk)

Minutes of the Parish Council meeting held on 26th September 2016 were approved as a true record and signed.
56/16 DISTRICT/COUNTY COUNCILLORS REPORT
District Councillor –
a) Although S.S.D.C. is gradually reducing staff a new Deputy Chief Executive has been appointed,
County Councillor –
a) 3 other bus routes have very recently stopped due to lack of funding. The new 99 service from Chard to Taunton starts on 31st October, although reduced times. Nothing confirmed yet as to whether the free bus passes can be used on the 9.28a.m. bus to Chard – Tom Main of S.C.C. to be contacted again to see if this will be permitted.
b) The S.C.C.Chairman’s Award evening was held last week, and Councillor Lynn Osborne received a framed certificate and presentation brooch on behalf of the Underway Meade group. There were many recipients from all over Somerset.
57/16 PLANNING -
• App.16/03965 Mr.H.Badham, Nimmer Mill. Change of use – new access track. No objection, but nearby public footpath must be well signed and allocated.
• App.16/04443 Mr.R.Burrough & Son, Catchgate Lane, Snowdon Farm. Detailed plans for 1 agricultural workers dwelling following permission granted in 2014. No objections
• App.16/04058 Mr. & Mrs.Hine, re barns at Poltimore. Details plans for 1 dwelling following permitted
permission previously granted. Demolish 2 barns and erect 1 dwelling. No objections subject to appropriate
provision for bats, and ideally swallows.
• App.16/04436 Mr.R.Baker, Buildings 1, 2 and 3 Clayhanger Lane, Wadeford. Demolish existing farm buildings and erect 3 new dwellings with associated works and conversion of cider barn to form parking (revised application of 16/02120) As past concerns now rectified, and full ecology assessment carried out – no objections.
The defibrillator is now operational on the school wall, on the church side, facing the road.
An information session will be held shortly.
a) The top junction of Stoopers Hill with the Pretty Oak Main will be closed overnight on 14th November and traffic lights for one week to enable surface improvements and upgrades of existing signs and lining to be carried out.
b) Wessex Water – water main replacement still being carried out on Frog Lane, etc. for a few more weeks.
c) Vegetation at Cuttifords Door crossroads has been cut for visibility
60/16 THE LAWNS PLAY AREA
The S.S.D.C. annual play inspection report received. Apart from gaps appearing in the safer surfacing which need to be kept a check on there were few other faults.
62/16 Police – Some damage to dog gates in stiles has occurred in Wadeford and have now been repaired.
a) The Government announced proposals to extend council tax referendum principles for all Councils that would affect our Parish in that if any precept was over 2% increase a referendum would be needed. A draft letter to our M.P. was held in abeyance, as the proposal may be altered so that smaller Councils are excluded.
b) Half-yearly statement of accounts circulated.
The following payments were checked and agreed.

64/16GENERAL MATTERS -
a) Rob Grimmond will be unable to attend the Remembrance Sunday service. Councillor John Gilbert or Clerk, Anne Hunt will lay the wreath on behalf of the Parish Council.
b) Village hall committee are testing various chairs to check before purchasing new ones. Fund-raising event for the cost of these is taking place this weekend.
