MINUTES of the COMBE ST.NICHOLAS PARISH COUNCIL MEETING

Held on Monday 27th June 2016, at 7. 30pm in the Village Hall

 

PRESENT; Mr. Rob Grimmond , Mrs. Lynn Osborne, Mrs.Deborah Perreau, Mrs.Rosemary Yarrow.

Messrs. John Gilbert, Don Macdonald, Jonathan Nex, Ian Stonex and John White

Also Martin Wale (District Councillor), P.C.S.O.Julie Middleditch , 4 members of the public, and Mrs Anne Hunt (Clerk)

POLICE REPORT – P.C.S.O.Julie Middleditch was welcomed to the meeting, and reported there had been 1 public order offence during the past month. Also 1 incident of vehicle damage, 1 non-dwelling burglary of garden tools. The recent heavy storm set off various alarms, resulting in the police having to contact householders, mainly Yarlington tenants. If codes for the `key safes` have been changed or door locks changed these need to be notified to prevent front doors having to be damaged in order that the Police can check no-one is hurt inside. Mention to be made in Cloverleaf magazine.

 

14/16 MINUTES

 

Minutes of the Parish Council meeting held on 23rd May 2016 were approved as a true record and signed.

 

15/16 VACANCY

 

Mr.Tony Cole has indicated that he is interested in joining the Parish Council. This was agreed unanimously. Clerk will contact Mr,Cole with information and details of future meetings.

 

16/16 DISTRICT COUNCILLORS REPORT

 

District Councillor – a) – The debris overflowing on to Rackstile has been reported to SSDC.

 

17/16 PLANNING

 

  • App.16/02120 Mr.R.Baker, re buildings 2 and 3 Clayhanger Lane. Demolish existing farm buildings, and erection of 3 new dwellinghouses. Alterations and conversion of cider barn to form parking. After full discussion – Councillors have reservations about the appearance of the buildings and access. No Highways report available but it was considered the access needs to be a new entrance or an agreement between the 2 owners. The housing appearance should be simplified and more in keeping with the area.

 

  • App.16/02413 Ms.L.Marchant, Seuss House, Underway. Demolition of garage and the erection of a detached outbuilding to form ancillary accommodation. No objections

 

  • App. 16/02484 Mr.P.Clifton, Whiteway Cottage, Whiteway. Alterations to garage too include raising the roof. No objections.

 

  • App. 16/02588/LBC Mr.F.Pendleton, Combe Hill House. Combe Hill. Alterations to include re-rendering of dwellinghouse. No objections

 

  • Report re recent planning meeting in Yeovil – Councillor Stonex gave a short report following this meeting, Copies of the full report from SSDC will be circulated to all Councillors.

 

18/16 MEMORIAL FOR GERRY SAYERS/UNDERWAY MEADE COMMUNITY FIELD

 

a) The Big Lunch will be held on Saturday 9th July, when the new bench in memory of Gerry Sayers will also be dedicated. Everyone welcome.

 

19/16 THE GREEN

 

a) Area around the lamp-post has been grassed over and looks much better. The shelves have been put up in the telephone box, and books now available for residents to borrow/exchange.

 

20/16 DEFIBRILLATOR

 

The new casing is due to be connected on 21st July to the outside wall of the School. A training session will be arranged for September so that those residents who contributed, and interested, can be informed how to use the equipment.

 

21/16 HIGHWAYS

 

a) Following replies from Highways re a) – c) in May minutes. The road surface on this part of Whiteway will be patched this year – no action planned for any verge erosion sites at this time – no drainage system in this area of Whiteway to connect into. If landowner will give permission drainage channels into the field can be arranged.

 

b) Frog Lane will be closed from 27th May for 6 weeks, as part of the Wessex Water new water main works.

 

c) Pothole at top of Foxdon Hill/Rackstile

 

d) Slades Cross Lane near Football Club is in a bad state again. Refer both c) & d) to Highways.
