MINUTES of the COMBE ST.NICHOLAS PARISH COUNCIL MEETING

Held on Monday 23rd May 2016, at 7. 30pm in the Village Hall

 

PRESENT; Mr. Rob Grimmond, Mrs. Lynn Osborne, Mrs.Rosemary Yarrow, Messrs. Don Macdonald, Tony Sauer, Ian Stonex and John White

Also Nigel Pearson (County Councillor), and Mrs.Anne Hunt (Clerk)

1/16 ELECTION OF CHAIRMAN

 

Cllr.Rob Grimmond was nominated and all Councillors agreed unanimously. No other nominations. Mrs.Rosemary Yarrow took the chair for this item of the meeting. An Acceptance of Office form completed.

 

2/16 ELECTION OF VICE-CHAIRMAN

 

Cllr.Lynn Osborne was nominated and all Councillors agreed unanimously. No other nominations. Cllr.Osborne accepted on the provision she would not take on the role of Chairman in future.

 

3/16 MINUTES

 

Minutes of the Parish Council meeting held on 25th April 2016 were approved as a true record and signed.

 

4/16 VACANCY

 

Any applications received will be discussed at the June meeting.

 

5/16 COUNTY COUNCILLORS REPORT

 

County Councillor –

 

a) – The highways small improvement scheme will come before the Scrutiny Committee this week, but Cllr.Pearson does not hold out any hopes that it will go forward. (re Combe Hill priority scheme)

 

b) He was thanked for opening the new footpath in Underway Meade. If the Meade holds an event in July, which will also celebrate the Queen’s 90th birthday, the details should be sent to S.C.C. via Nigel as all events are being logged and sent on eventually to the Queen.

 

 

6/16 PLANNING

 

  • App.16/01876 Ms.Kate Long, re Land and buildings at Barley Hill. Change of use of land , siting of glamping pod and creation of hardstanding. No objections

 

  • App.16/01979 Mr. & Mrs.Hobhouse, Honey Meadow, Clayhanger Lane. Erection of first floor extension to front elevation. No objections

 

  • App.15/05673A Mr.Kevin Nunn, Elsmere (formerly Land rear of Smithycroft, Pole Rue. App.to vary condition of planning permission 14/05369 to allow an additionl window on west side (obscured glass) and remove 2 windows by front door. No objections.

 

 

7/16 MEMORIAL FOR GERRY SAYERS/UNDERWAY MEADE COMMUNITY FIELD

 

a) The Underway Meade Committee have received £616 in donations from the Parish towards the cost of a 6` teak bench which has now been ordered. Total cost will be £699 + £30 for engraving and assembly. The Parish Council will contribute the final £100 required. The bench will be `opened` at The Big Lunch which will be held on Saturday 9th July, which will also celebrate the Queen’s 90th birthday. Mrs.Osborne and the Underway Committee were thanked for all their efforts .Mrs.Osborne declared a prejudicial interest and took no part in the decision making.

b) The New footpath and entrance gates have now been completed. Formal opening took place on Monday 16th May at 11am when Nigel Pearson (County Councillor) cut the ribbon.

 

8/16 THE GREEN

 

a) Area around the lamp-post will be grassed over very shortly.

 

9/16 HIGHWAYS

 

a) The road surface still of concern in the `tree tunnel area` near the junction of Whiteway/Greenway.

 

b) The large area of collapsed verge at Cuttifords Door is also still of great concern. 2 warning cones were placed in the holes but both have been demolished by vehicles crushing them

 

c) The road in Whiteway just passed the last cottage still floods badly after heavy rain.

 

All the above will be reported to Highways again.

 

d) Dates of various road closures by Wessex Water for the laying of a new water main will be published on the notice boards as known, and also printed in the Cloverleaf magazine. Initially, Whiteway will be closed from 30th May for 4 weeks.

 

10/16 CORRESPONDENCE

 

S.S.D.C. will be holding a Play Day in Combe on Friday 12th August on The Lawns, weather permitting, or at the Village Hall if available.

 

11/16 Police

 

Vehicle burnt out at the top of Stoopers Hill

 

 

12/16 FINANCE

 

a) Books currently with the Internal Auditor. (A new Auditor will be required before March 2017)

They will be sent to External Auditor before 17th June.

 

b) Risk Assessment Mervyn Powell is taking the old goalposts away from Combe Wood Rec.Field

 

The following payments were checked and agreed.

13/16GENERAL MATTERS

 

a) Village Hall report– New chairs are being considered with proceeds of this years fund raising events events. The floor will also be sanded and repolished in August hopefully. The Gala Assoc. have agreed to contribute to this fund. Information was given of local auction websites re ex-gov.stock (chairs?)

 

b) Church – updating heating when possible

 

c) School – Being Church School the Governors have to pay towards the upkeep of the buildings.
