Public Time – Luke Boucher fromWessex Water gave details of various road closures and route of the planned water
main replacement which starts on May 30
th around the north and north-east side of Combe St.Nicholas. The bus
service will be affected when Stoopers Hill needs to be closed. As and when known details will also be posted
on the notice board and in the Cloverleaf magazine.

 

 

 

MINUTES of the COMBE ST.NICHOLAS PARISH COUNCIL MEETING

Held on Monday 25th April 2016, at 7. 50pm in the Village Hall

Following the Annual Parish Meeting

 

PRESENT ; Chair – Mr. Rob Grimmond was elected to take the Chair for this meeting. Mrs. Lynn Osborne, Mrs.
Deborah Perreau, Mrs.Rosemary Yarrow. Messrs. Jonathan Nex, Tony Sauer, Ian Stonex and John White.

Also Nigel Pearson (County Councillor), Martin Wale (District Councillor), 6 members of the public, and Mrs.Anne

Mr.Rob Grimmond was unanimously voted to be Chairman for this meeting, and Acceptance of Office form completed.

 

123/15-16 MINUTES

 

Minutes of the Parish Council meeting held on 24th March 2016 were approved as a true record and signed.

 

124/15-16 VACANCY

 

As no request was received for an election, a notice will be displayed advertising the vacancy by co-option
and any applications will be discussed at the June meeting.

 

125/15-16 DISTRICT/COUNTY COUNCILLORS REPORTS

 

County Councillor –

 

a) – In the South West up to 17000 new homes could be passed and built and not a great deal can be done to stop
them.

 

b) The Health and Wellbeing grant is now finished, due to County Council cuts.

 

c) The N.H.S.Foundation Trust want views regarding the Ambulance Service.

 

d) The small road improvement scheme is being bought up at the next Scrutiny Committee meeting in a few weeks and Nigel will then see if the scheme for Combe Hill can be applied for.

 

District Councillor

 

a) At the recent Area West meeting planning approval was given for 200 homes on the left side of the Axminster road, (part of the Chard Regeneration Scheme). 70 homes off the Crewkerne Road were turned down due to noise as they back on to Numatric factory (24 hour workings). Possibly another 200 homes towards the Lordleaze area are being planned.

 

b) The election for District Police Commission takes place in May. Possible Moves to merge the backroom services of Avon & Somerset Police with the Fire Brigade.

 

c) The telephone exchange at S.S.D.C.to automation is going ahead.

 

 

 

126/15-16 PLANNING

 

  • App.16/01310 Mr.& Mrs.Westlake, re land at Racehorse Re-Homing Centre, Pole Rue. Erection of rural workers dwelling with detached double garage. Application supported.

 

  • App.16/01415 Notification for hedgerow removal. Wessex Water. Application to remove 6 x 5metre section of hedgerow to replace existing water main. The hedgerows to be reinstated using mix species to match existing. For information

 

127/15-16 THE GREEN

 

a) Quote received from B.Powell and Sons to remove all bricks and grill adjacent to the Victorian Lamp-post and replace with soil and turf, together with new turf along kerb edging. Quote agreed. Meeting to be arranged with Councillor Stonex and Clerk.

 

b) It was resolved to pay for the plants used in the small flower bed on The Green in future.

 

128/15-16 MEMORIAL FOR GERRY SAYERS/UNDERWAY MEADE COMMUNITY FIELD

 

a) The Underway Meade Committee will be meeting shortly to agree about the material of the bench The main suggestions are for teak – 6`bench + engraving directly on to the wood £699. A 5` bench would cost £634. Recycled plastic heavy duty 6` would cost £582. Councillors suggested teak would be a better option. It was resolved the Parish Council would contribute the difference between the cost and the amount of donations received by the Underway Meade Trust for the memorial. Mrs. Osborne declared a prejudicial interest and took no part in the decision making.

 

b) The New footpath and entrance gates have now been completed. Formal opening being arranged.- Monday 16th May at 11am.

 

129/15-16 HIGHWAYS

 

a) At the speed watch today 113 vehicles were registered in an hour, 14 drivers were speeding (12%) The `speed enforcement motorcycle` is not seen in Combe very often. The roundels showing 30 mph were effective originally on Combe Hill, When scheme reopens a grant for a chicane will hopefully go ahead, as approval already approved in principal. Repeated speed signs have not been forthcoming. The Wadeford team operate once a month – speed of vehicles above average. Nigel Pearson (C.C.) is meeting with Gary Warren of Highways shortly to go over list of works requested.

 

b) Pile of earth protruding onto road near junction of Rackstile/Chard Main If causing problem letter can be sent in future.

 

c) Potholes top and bottom of Stantway. If the bus needs to travel along this lane when Stoopers Hill closed for water main replacement these will need investigating. Highways to be informed.

 

130/15-16 SCHOOL DEFIBRILLATOR CASING

 

The new casing to allow community use of the defibrillator should be fitted shortly, and training course then arranged.

133/15-16 FINANCE

 

Risk Assessment – following the assessment at the March meeting, a check was made on the old goal posts in Combe Wood Rec.Field. These have became rusty and separated, and as the school football club does not use them any more it was resolved to get them collected for disposal.

 

The following payments were checked and agreed.

Mrs.A.Hunt – expenses and computer allow.     £12.95

Mr.R.Grimmond (repay website registration fee) £16.78

 

133/15-16GENERAL MATTERS –

 

The new self-closing mechanism on the pedestrian gate at The Lawns has been broken, and is now being mended or replaced if necessary.
