MINUTES of the COMBE ST.NICHOLAS PARISH COUNCIL MEETING

held on Monday 23rd November 2015, at 7. 30pm in the Village Hall.

 

PRESENT; Mr .Gerry Sayers, Mrs. Lynn Osborne, Mrs.Rosemary Yarrow, Messrs. Rob Grimmond,

Don Macdonald, Ian Stonex and John White

Declarations of Interest – Mrs.Lynn Osborne declared a prejudical interest in Minute (83)

 

P.C.S.O. Richard Oaten - A non-dwelling shed burglary took place in Buckland St.Mary and an accident occurred on Ham Hill (A303). He may hold an evening Beat Surgery so people who work during the day could call in to see him. The Neighbourhood Watch volunteers (8) scheme should now be moving forward, and information given out. Combe Hill was closed today and buses had to be redirected up Stantway eventually, as Underway was too congested.

 

79/15 MINUTES

 

Minutes of the Parish Council meeting held on 26th October 2015 were approved as a true record and signed.

 

80/15 DISTRICT/COUNTY COUNCILLORS REPORTS

 

County Councillor –

 

a) The completed Health and Well-being grant application form regarding the costs needed in Underway Meade (minute 71/15) for a new gateway and associated ramp, and paths., was handed to Nigel Pearson. It was also agreed that the Parish Council will manage the project in order to be able to get the VAT refunded on the grant/Parish Council donation. The U.M. Trustees will purchase a section of the work but the refund will not apply to that section.

 

b) Various cuts have been/are being made by S.C.C. but the small road improvements scheme on Combe Hill is not affected, and will go ahead.

 

District Councillor – a)

 

A 30-year lease for Yeovil Westlands sports club costing £2m.has been arranged, but how many will use it from this Parish? Martin Wale said it would be better spent providing facilities at this end of the District, as no facilities here.

 

81/15 PLANNING -

 

  • App.15/04251 Mr. & Mrs.I.Croucher, Land north of Classet House, Frog Lane. Erection of a dwellinghouse

  (Alteration to size of access) . No objections.

 

  • App.15/04692 Mrs.J.Ward, Off Shoot, Knightshute. Alterations and erection of extension, raising of roof to form first floor to incl. 2 dormer windows on N.elevation. No objections

 

  • Mr.&Mrs.A.Warren, Beetham Farm, Higher Beetham. Change of Use of land for siting of a shepherds hut, formation of access track and hardstanding for tourist accommodation (retrospective). No objection

 

 

82/15 NEW FENCING ON THE LAWNS

 

a) The gate will be removed to fix the self-closing fitment this week

 

83/15UNDERWAY MEADE COMMUNITY FIELD

 

The completed grant request form was completed and signed and handed to Nigel Pearson (see Minute 80/15). The weed in the pond will not be cleared until later in the new year due to newts eggs in the greenery.

 

84/15 DEFIBRILLATOR AVAILABLE IN COMBE SCHOOL

 

The casing for the defibrillator will be purchased by the School and any donations received after the request for donations in the Cloverleaf magazine will be put towards the cost.

 

85/15 HIGHWAYS

 

a) The drain clearing vehicle has been around the Parish, but the drains in Frog Lane are still very blocked up with earth and need further clearing.

 

b) 3 stretches within the `tunnel of trees` area of Whiteway are cracking and potentially could drop away. Letter to be sent to owners on either side of the lane to ask for the trees to be trimmed/cut down. Also Highways to be contacted re bad surface.

 

c) Vehicles park dangerously near the corner of The Green and alongside The Buttle. P.C.S.O.Richard Oaten to be asked to speak to drivers.

 

86/15 CORRESPONDENCE –

 

a) The Bishop of Bath and Wells will be visiting the Parish on Sun.6th Dec. All Organisations are invited to take a token item for display. Gerry Sayers will be doing a reading and Anne Hunt, Clerk, will take a copy of the Parish Plan. Everyone is invited.

 

87/15 Police -

 

88/15 FINANCE

 

a) Precept figures circulated and discussed. The final precept amount for the year 4/2016 – 3/2017 will be decided at the January 2016 meeting, but £15,500 was provisionally agreed at this meeting (no change from 2015)

 

b) It was resolved that payment can be made for any invoices received during the next 2 months can be made following discussion with the Chairman.

 

The following payments were checked and agreed.

 

Mrs.A.Hunt – expenses and computer allow. £28.52

 

Mrs.L.Purcell (Allotments rent) £210.00

 

Village Hall (Oct and Nov meetings) £32.00

 

89/15  GENERAL MATTERS

 

B.T are replacing a number of telephone poles around the Parish. Unfortunately, vegetation has been discarded at Bakers Lane, Cat Tail. Whose responsibility is it to clear? Meanwhile, local residents will do so.

 

Mr.Sayers wished all Councillors a very Happy Christmas and New Year.
