MINUTES of the COMBE ST.NICHOLAS PARISH COUNCIL MEETING
held on Monday 26th October 2015, at 7. 30pm in the Village Hall.
PRESENT ; Mr .Gerry Sayers, Mrs. Lynn Osborne, Mrs.Deborah Perreau, Mrs.Rosemary Yarrow, Messrs. Rob Grimmond, Don Macdonald, Tony Sauer, Ian Stonex and John White
Also Nigel Pearson (County Councillor) and Mrs.Anne Hunt (Clerk) and 4 members of the public.

Minutes of the Parish Council meeting held on 28th September 2015 were approved as a true record and signed.
68/15 DISTRICT/COUNTY COUNCILLORS REPORTS
County Councillor –
a) The Health and Well-being grant cannot be used towards Defibrillators, but it can be used to help with the costs needed in Underway Meade (minute 71/15) for a new gateway
and associated ramp, and paths.
b) Small road improvements scheme on Combe Hill – Nigel now has to attend a course in January.
District Councillor – a) -
69/15 PLANNING -
App.15/04251 Mr. & Mrs.I.Croucher, Land north of Classet House, Frog Lane. Erection of
a dwellinghouse (revised application). No objections.

70/15 NEW FENCING ON THE LAWNS
a) The fencing still requires finishing. Clerk to chase up again and investigate. Clerk to purchase a marine Combination lock for the double gates.
b) Quote still awaited re painting of seats plus Mention in Cloverleaf.. c) replacement parts ordered from Wicksteed as pointed in Annual and quarterly playground checks and as long delay in sending them, Wicksteed will not charge for them. d) Quarterly inspection report received
71/15UNDERWAY MEADE COMMUNITY FIELD
Details of the various schemes and costs for projects at Underway Meade to enable better access for all visitors to the area were given. Scheme 1) will be the first part to be applied for under the Health and Well Being grant application.
1) for a self-closing gate at the Wadeford end plus a ramp up to the gate from the road. Also a pedestrian gate alongside the current vehicle gate. Cost - £4255 + VAT.
The Contractor thinks this could be reduced down to £3000 by recessing the ramp into the bank by cutting it away The vehicle gate is currently 12` wide, but this could be altered to a 9`gate (currently owned) plus a new 3` gate saving work and money widening the gateway/
2) Reconstruct a path between the gates using recycled road planings Quote £3967 + vat
3) Similar Path round the back of the pond Probable cost £1982 + vat
4) Path around the whole site using ground guard matting £8960 + vat currently mowed by hand.
Underway Meade committee currently have £500 towards cost for 1) + Parish Council have resolved to pledge £500. Health and Well-Being grant could be up to £4000. Nigel Pearson has handed over the forms for completion.
Mrs.L.Osborne declared a pecuniary interest and took no part after giving the initial report.

72/15 TELEPHONE BOX
The telephone equipment has now been removed, and signed contract received. Paint also received from B.T. to be used in future. Box now needs a clean and repaint. Article to be sent to Cloverleaf Magazine asking for volunteer/small business to carry out work.
73/15 DEFIBRILLATOR AVAILABLE IN COMBE SCHOOL
The S.C.C. Health and Well-Being grant cannot be used towards this scheme An article to be put in the Cloverleaf magazine to see if Groups not already contacted, or residents wish to help towards the cost of the casing.
a) Woolhayes Lane – an advisory sign showing `Gate` has been suggested by Highways as the only sign available. Nigel Pearson will take the case back to Highways again. Meanwhile, request for width of highway between gates will be chased up by Clerk.
b) 10 x 20kg bags of grit/salt available for collection from Highways depot on 21st Nov. An offer has been made to collect.
75/15 CORRESPONDENCE –
a) SCC questionnaire – survey seeking views about SCC’s priorities and other key issues to save £30m. It was agreed to send the questionnaire round to all Councillors via email so it could be completed individually.
b) Community Council have arranged a free meeting giving information re web sites, communications, etc. at Stoke St.Gregory. Rob Grimmond agreed to attend.
c) 2 Blackdown Hill meetings circulated to Councillors via email.
76/15 Police - No issues reported. Police . Police newsletter received.
