MINUTES of the COMBE ST.NICHOLAS PARISH COUNCIL MEETING

held on Monday 28th September 2015, at 7. 30pm in the Village Hall.

 

PRESENT; Mr .Gerry Sayers, Mrs. Lynn Osborne, Messrs. Rob Grimmond, Don Macdonald, Jonathan Nex, Tony Sauer, Ian Stonex and John White

 

Also Martin Wale (District Councillor) and Mrs.Anne Hunt (Clerk)

 

Apologies – Mrs.Deborah Perreau, Mrs.Rosemary Yarrow, Mr.John Gilbert, Mr.Nigel Pearson (County Councillor) and the Police

55/15 MINUTES

 

Minutes of the Parish Council meeting held on 24th August 2015 were approved as a true record and signed, after the alteration that Rob Grimmond had given his apologies.

 

56/15 DISTRICT/COUNTY COUNCILLORS REPORTS

 

County Councillor – a)

 

District Councillor –

 

a)  A meeting was held with the Roads Minister and our M.P. Marcus Fysh, re the dualling of the A.303/A.358. The tunnel at Stonehenge is in the 1st phase, and dualling of the A.358 at both ends. The Chancellor has allocated a 5-year infrastructure funding No changes through the Blackdown Hills at the moment, except for a few smaller areas to be considered, including the Eagle Cross junction.

 

b)  An S.S.D.C. meeting will be held re taking over the long lease on Westlands Sports Club, probable cost £1.2m

 

57/15 PLANNING -

 

  • App.15/03641 Mr. & Mrs.G.Twidale, Eleighwater House, Erection of extensions to care home. No objections.

 

  • App.15/03962 Mr. & Mrs.P.Tarr, 4 Alterhay, Stoopers Hill. Alterations and conversion of attached garage to habitable accommodation to include replacement of flat roof with pitched roof. No objections.

 

58/15 NEW FENCING ON THE LAWNS

 

a)   The fencing still requires finishing. Clerk to investigate.

 

b)   Quote still awaited re painting of seats.

 

c)   Replacement parts ordered from Wicksteed as pointed in Annual and quarterly playground checks. Mr.Sayers and Mr.White will meet on site to check.

 

59/15 VILLAGE HALL – Book Shelves

 

Grant received from SCC in lieu of withdrawal of mobile library. Book shelves now to be ordered.

 

 

60/15 UNDERWAY MEADE COMMUNITY FIELD

 

Approval required to apply for the Health and Well Being grant from S.C.C., via Nigel Pearson, County Councillor, for a new entrance way and gate at the Wadeford end of Underway Meade to allow a new access point for people to be able to use this community field. Definite figures not yet available, but expected to be £500 approx. It was resolved to approve this application.

 

61/15 DEFIBRILLATOR AVAILABLE IN COMBE SCHOOL

 

Combe School has purchased a Defibrillator for use within the School. They would like it to be for use for the whole Community but this would entail purchasing a secure metal cabinet costing £995. A request for a grant through the S.C.C. Health and Well-Being grant will be made via Nigel Pearson. School are willing to put some money towards the cabinet and all Organisations will be asked if they would like to contribute. It was resolved to donate up to £500 from the Parish Council, depending on the S.C.C. grant.

 

62/15 HIGHWAYS

 

a) Letter circulated re Woolhayes Lane. A request to be made to Highways for a sign warning of `Gated Highway'

 

b) The verge at the side of the road at Cuttifords Door, near Snowdrop Cottage, has sunk again. If available cones to be placed on it warning drivers.

 

c) The Court Mill Lane sign needs replacing due to damage. S.C.C. has been contected.

 

63/15 CORRESPONDENCE –

 

a) The Community Right to Bid request re The Green Dragon has been placed on hold.

The following payments were checked and agreed.

66/15 GENERAL MATTERS –

 

A new wreath has been ordered for Remembrance Sunday.
