Public time – 2 members of the Devon and Somerset Fire Service gave a presentation about Fire and public safety in the home, especially following a recent house fire in the Village. They can give free home visits, and install free fire alarms for those people in financial need or at high risk. Information to be circulated via the Cloverleaf Magazine and to all Organisations/Groups.

Minutes of the Parish Council meeting held on 27th July 2015 were approved as a true record, and signed.

 

44/15 DISTRICT/COUNTY COUNCILLORS REPORTS

 

County Councillor –

 

a)    The Health and Well Being fund is now open again, and applications welcome.

 

 

District Councillor –

 

a)    Although the Cuttifords Door planning development was dismissed by the Inspector, McTaggart and Mickel are now taking this case to a Judicial Review at the High Court, against the Inspectors’ findings. S.S.D.C. are not part of the hearing, but are obtaining a Barrister so they have a presence in the Court.

 

45/15 PLANNING - No applications received.

 

46/15 NEW FENCING ON THE LAWNS

 

a)    The new fencing has been installed and looks good. The self-closing unit on the pedestrian gate is still to be fitted plus a few minor finishings.

 

b)    The 2 seats will be re-fixed very shortly.

 

c)    All the seats needs repainting, and Chard Amenities Team are providing a quotation

 

47/15 THE LAWNS - PLAY EQUIPMENT ANNUAL CHECK

 

The Annual playground report has been received from S.S.D.C. Some caps missing, slight rust on slide, and bolts getting loose. John White will check and order new parts as necessary.

 

The free Play Day organised by S.S.D.C. in August was very successful considering the wet weather.

 

 

48/15VILLAGE HALL – KITCHEN FLOOR REPLACEMENT

 

The kitchen floor has had to be replaced due to unsafe/trip hazard surfaces. This has cost £2500. A request has been received for monetary help towards this figure. It was resolved to give £500 towards the costs. (Section 137)

 

49/15 HIGHWAYS

 

a)    Speed Watch – There has been a few incidents with drivers – abuse and dangerous driving aimed at the volunteers. On a recent check 20% of drivers were going over 36 mph, including 2 police cars. Lack of police help this year, but police speed motorbike aims to come once a week for 2 months. The proposed chicane on Combe Hill should help slow down the speeding drivers.

 

b)    Roundels will now be painted on the Cuttifords Door road instead of repainting the yellow rumble lines. The `Slow` signs will be repainted.

 

c)    Gully work and repair of potholes in Court Mill Lane has now been completed

 

50/15 CORRESPONDENCE –

51/15 FUTURE USE OF PUBLIC TELEPHONE BOX

 

If shelves for books are put in, some volunteers would be required to check and ensure books are tidy and suitable. An item to be printed in the Cloverleaf magazine asking for volunteers.

a)    A discussion was held regarding the increased charges for the grass cutting in the churchyard, following figures received from P.C.C. Treasurer. The budget for this year was £3000, (based on last years costs) but a new contractor had to be found at very short notice and the costs so far just up to July are £4429, with estimated costs for 2015 to be £5600. Another new contractor has now been found at much reduced rate. It was resolved to donate £1000 towards the costs (section 137)

 

b)    After discussion it was resolved to donate £150 for upkeep of grounds of the Methodist Church.

 

c)    External Audit report received – no problems. Completion of Audit poster put in Notice Board.
