MINUTES of the COMBE ST.NICHOLAS PARISH COUNCIL MEETING

held on Monday 22nd June 2015, at 7. 30pm in the Village Hall.

 

PRESENT ; Mr .Gerry Sayers, Mrs. Deborah Perreau, Mrs.Rosemary Yarrow, Messrs. John Gilbert,

Rob Grimmond, Ian Stonex and John White

 

Also Nigel Pearson (County Councillor), Martin Wale (District Councillor) and Mrs.Anne Hunt (Clerk)

 

Apologies – Mrs. Lynn Osborne, Mr.Tony Sauer and Police

 

Mrs.Deborah Perreau was welcomed to the Council. Declarations of Acceptance of Office and Register of

Members Interest Forms completed.

 

16/15 MINUTES

 

Minutes of the Parish Council meeting held on 21st May 2015 were approved as a true record, and signed.

 

17/15 CO-OPTION REQUIRED TO FILL 2 VACANCIES

 

Mr.Jonathan Nex and Mr.Donald Macdonald have put their names forward for co-option. It was agreed unanimously
to co-opt them to fill the remaining two vacancies. Information packs given to each. Mr.Ian Stonex and Mr.Jonathan
Nex attended the S.A.L.C. training events at West Buckland. £20 per place.

 

18/15 DISTRICT/COUNTY COUNCILLORS REPORTS

 

County Councillor –

 

a)    A query was raised last month about a scheme to get a £500 grant for sports equipment for `keep fit for the over
50’s` The scheme is currently on hold to see how the previous campaign goes. It may start again and he will keep us
informed.

 

b)    The EU has now changed policy re sending re landfill, and collections will now go to Avonmuth via Dimmer
Depot to be burnt, but this will mean an increase in lorries in the area.

 

District Councillor –

 

a)     The news regarding the Dismissal of Appeal by the Inspector, re the 450 total housing at Cuttifords Door
and Chard Boundary was very welcome. If this development should be reapplied for, it is requested that the
106 agreement should ensure monies are given to local Parish/Chard needs, not Yeovil. Pressure needs to be
kept up on the Chard Regeneration Board to ensure Eastern area of Chard goes ahead quickly.

 

19/15 PLANNING

 

  • App.15/02518 Mr.P.Heyward, Oakfields Farm, Ham. Alterations to detached buildings – replacement roof,
    and refurbishments to use as self-contained annexe. No objections

 

  • App.15/02652 Mr.P.Turner, Willow Cottage, Nimmer. Amended plans re erection of carport No objections

 

 

Parish Plan – When the questionnaires were returned many ideas were put forward for activities, and some
volunteered for various activities. A follow-up social evening has
been arranged for Thursday 2nd July in the Village Hall. Cheese and wine to be provided.

 

20/15 BEECH TREE - NEW FENCING ON THE LAWNS

 

a) Risk assessment and check has been carried out by Blackdown Environmental and no action required at this time on the beech tree. They recommend another check in a years time.

 

b) The new fencing is in the process of being made and should be installed within the next few weeks.

 

c) 2 of the seats need re-fixing. To be arranged when the new fencing is being installed.

 

21/15 HIGHWAYS

 

Roundels have now been painted in the road on Combe Hill to denote 30 mph speed limit.

 

A.303 – Surface has deep indents on Ham Hill/drain leaking and raised. Inform Highways Agency

 

22/15 CORRESPONDENCE – FUTURE USE OF PUBLIC TELEPHONE BOXES

 

Notification received from B.T. – all procedures now completed with Planning Dept. The box can now be purchased for the nominal sum of £1. Contract being sent. Paint requested.

 

23/15 WITHDRAWAL OF MOBILE LIBRARY STOPS –

 

The Vicar has requested a letter be sent to the P.C.C. in order that a request for bookshelves in the church could be considered, in order that residents could use the church as a book exchange. The grant has been applied for from S.C.C. and they are currently holding it over until definite details known. (i.e. telephone box, church or village hall)

 

24/15 COMMUNITY RIGHT TO BID

 

Forms ready for completion when more information confirmed.

 

25/15 VILLAGE HALL Representative Report

 

A special meeting was held, and new Trustees/Management Committee for the Village Hall have been elected.

 

26/15 Police

 

P.C.S.O.Richard Oaten has arranged to attend the Parish Plan meeting and will give a short presentation about Neighbourhood Watch

 

 

27/15 FINANCE

 

The following payments were checked and agreed.

28/15  GENERAL MATTERS –

 

a) Unsightly builders rubble left near The Green needs clearing – skip being arranged and site should be cleared very shortly.
