MINUTES of the COMBE ST.NICHOLAS PARISH COUNCIL MEETING

held on Thursday 21st May 2015, at 7. 40pm in the Village Hall.

 

PRESENT ; Mr .Gerry Sayers, Mrs. Rosemary Yarrow, Messrs. Rob Grimmond, Tony Sauer, Ian Stonex and John White

 

Also Nigel Pearson (County Councillor), and Mrs.Anne Hunt (Clerk)

 

Apologies – Mrs. Lynn Osborne and Mr.Martin Wale (District Councillor).

 

Following the election on 7th May, Ian Stonex was welcomed to the Council, and in his absence Martin Wale was welcomed as the new District Councillor.

 

All Councillors present signed Acceptance of Office forms and Register of Members Interests.

 

1/15 ELECTION OF CHAIRMAN

 

Mr.Gerry Sayers were nominated and all Councillors agreed unanimously. Mr.Rob Grimmond took the chair for this item of the meeting

 

2/15 ELECTION OF VICE CHAIRMAN

 

Mr.Rob Grimmond was nominated and all Councillors agreed unanimously.

 

3/15 CO-OPTION REQUIRED TO FILL 3 VACANCIES

 

Mrs. Deborah Perreau has put her name forward for co-option. It was agreed unanimously to co-opt her to fill one vacancy. There are still 2 vacancies and arrangements will be made to encourage residents.

 

S.A.L.C. will be holding various training events at £20 per place. 2 places will be booked for West Buckland on 16th June from 7 – 9pm with additional places booked if necessary.

 

4/15 MINUTES

 

Minutes of the Parish Council meeting held on 27th April 2015 were approved as a true record, and signed.

 

5/15 DISTRICT/COUNTY COUNCILLORS REPORTS

 

County Councillor –

 

a ) At a recent meeting re various social issues it transpires that 30/40 social workers are needed for this area, where as in practice there are only 3.

 

b) A query was raised about a scheme to get a £500 grant for sports equipment for `keep fit for the over 50’s` . Nigel will investigate, or check with Martin Wale if it is a S.S.D.C. scheme.

 

6/15 PLANNING

 

  • App.15/01548 Mr. & Mrs.G.Bujniewicz, 12 Fair Close. Demolish existing single extension. Alterations and erection of single storey extension. No objections

 

  • App.15/01764 Mr.& Mrs.H.Smith, Hillside, Foxdon Hill, Wadeford. Demolish conservatory and erection of 2-storey side extension. No objections.

 

  • App.15/02240 Mr.P.Lloyd, Buttle Cottage, Knightshute. Demolish existing front porch and replace with wider porch to allow for sliding doors. No objections

  • App.15/02281 Mr.K.Raffael, 1 Underway Cottages, Underway. Demolition of existing single storey extension, and replace with 2 storey extension (revised application) No objections

 

Parish Plan – When the questionnaires were returned many ideas were put forward for activities, and some volunteered for various activities. A follow-up social evening will be arranged. Village Hall dates to be checked re availability.

 

7/15 BEECH TREE - NEW FENCING ON THE LAWNS

 

a)   Rep. from Blackdown Environmental of Dunkeswell, has carried out a risk assessment and check regarding the remaining beech tree but no information yet to hand. Clerk to chase up

 

b)   The new fencing is in the process of being made and should be installed within the next few weeks.

 

8/15 HIGHWAYS

 

  1. Combe Hill (lower end) – Blue lines have been painted showing the Water Board will be carrying out works soon. No notice has been given re road closure. Recently Whiteway was closed for 4 days due to works, but again no notice was given. Wessex Water to be contacted to ascertain if advance warning can be given.

 

9/15 CORRESPONDENCE – FUTURE USE OF PUBLIC TELEPHONE BOXES

 

Notification awaited from B.T. re the next part of the procedure for transferring ownership of the telephone boxes. Ideas so far – possible purchase of shelving (see Minutes 10/15 below)for books.

 

10/15 WITHDRAWAL OF MOBILE LIBRARY STOPS –

 

Various discussions re suggestions to apply for a one-off maximum £500 grant that S.C.C. is offering to help any alternative schemes to provide access to reading resources. Shelving for telephone boxes, or possible shelving in order that the books currently in the Village Hall could be housed in the Church, but this suggestion is in the very early stages, and nothing definitely agreed yet. As the deadline for applying for the grant is 31st May an application will be put in on this basis.

 

11/15 COMMUNITY RIGHT TO BID

 

Forms now received from .S.S.D.C. but more information required. Agenda next meeting

 

12/15 VILLAGE HALL Representative Report

 

Councillors were concerned to learn that at the recent A.G.M. there was some confusion within the Committee. The current Chairman retired, having given 3 years notice, and the Vice Chair and Secretary would like to give notice. Letter to be sent stating Councillors concern and suggesting an extra-ordinary Open meeting be held so that all members of the public can attend and discuss the situation for the future of the Village Hall.

 

13/15 Police

 

A break-in occurred in Underway shortly in an unoccupied bungalow. Clerk has set up an information email to advise some residents on any Neighbourhood Watch matters. P.C.S.O.Richard Oaten to be asked to see if a Neighbourhood Watch group could be set up – possible open meeting

 

14/15 FINANCE

 

  1. Tom Lane, the Internal Auditor has checked all documents. No problems found. Letter of thanks to be sent.

 

  1. External Audit due 15th June.

 

  1. It was resolved to accept the quotation from Came & Co. to cover the insurance fixed, for 3 years, at a premium of £729.38 per annum.
