MINUTES of the COMBE ST.NICHOLAS PARISH COUNCIL MEETING

held on Monday 23rd March 2015, at 7.30pm in the Village Hall.

 

PRESENT ; Mr .Gerry Sayers (Chairman), Mrs Lynn Osborne, Mrs.Rosemary Yarrow,

Messrs. Rodney Baylis, John Gilbert, Rob Grimmond, Tony Sauer and John White

 

Also Ros Roderigo (District Councillor), Nigel Pearson (County Councillor), Martin Wale and 1 member of the public.

96/14-15 MINUTES

 

Minutes of the Parish Council meeting held on 23rd February 2015 were approved as a true record, and signed.

 

97/14-15 DISTRICT/COUNTY COUNCILLORS REPORTS

District Councillor –.

 

a). The Officer report decision for the application for garage at PearTree, Wadeford, will be granted as there are no grounds for refusal, but some conditions will be applied.

 

b)  `Careline` in partnership with the Fire and Social services can be arranged for anyone, particularly elderly or infirm. It costs £32.70 to install the system, and then £3.81 per week. Mention in Cloverleaf

 

c)   Blackdown Hills A.303 – Devon CC. are taking forward improvements from Newcott or A30 junction to Honiton forward. No news yet from Somerset C.C. section. B.H.Natural Futures – Funding received for this project. 120 wildlife sites surveyed. Underway Meade have applied for grant.

 

County Councillor –

 

a)  The `30` bus route through Ilminster and Chard will be reduced to every 90 minutes instead of every 60 minutes.

 

b)  A query has been raised about Woolhayes Lane and it has been passed on to Gary Warren of Highways.

 

c)  Procedures about reinstating/amending various Rights of Way/Bridleways are causing a very large backlog.

 

d)  The small road improvement grant scheme starts again at the end of this year. The proposed chicane on Combe Hill could qualify for this scheme.

 

98/14-15 PLANNING

 

  • App.15/00762/LBC Mr.H.Badham, Nimmer Mill. Internal and external alt., incl.change of use of building to a dwelling, and incl.annexe, erection of balcony and porch. No objections.

  • App.15/01131 Mr.D.Saunders, Yellow Rose Caravan Park, Underway. Change of use of land for the siting of 2 caravans. No objections, but as this application was only just received before the meeting, some residents of the site have since objected and their comments have been sent to Planning Officer.

 

  • South Somerset Local Plan has now been adopted.

 

99/14-15 BEECH TREE and FENCING ON THE LAWNS

 

a)  Rep. from Blackdown Environmental of Dunkeswell, will be carrying out risk assessment and check regarding the remaining beech tree very shortly

 

b)  After rechecking quotes from Wicksteeds Ltd. And Metalwise regarding the extension to the railings it was agreed to accept the quote from Metalwise, providing the railings are identical to the current ones, and the work is completed by 30th June.

 

100/14-15 HIGHWAYS

 

  1. Combe Hill (lower end) – The meeting with Highways has been successful, in that they agree to both the hardstanding area for the police motorcycle unit, and the chicane on Combe Hill. details given to Nigel Pearson (County Councillor) to be considered in the small road improvement grant scheme.

.

  1. The pedestrian entrance to Underway Meade Community Field was also approved. Ramp rather than steps, and gate at top. The Health and Well Being fund might be available shortly, and Nigel Pearson will apply. The Blackdown Hills group will also assist with designs, etc.

 

  1. The surface on the lane from Sticklepath to Somerset Cottage on the A.303 could cause vehicles some `grounding` shortly. Highways to be notified.

 

  1. All finger arms have now been taken from the signpost at Slades Cross.

 

  1. The state of some of the Verges/gateways where they meet the tarmac causing deep gullies were discussed with Highways when they were dealing with a) above. Only potholes on/in the tarmac can be repaired due to financial shortfalls.

 

101/14-15 CORRESPONDENCE

 

Somerset Emergency Community Contacts – In the event of an Emergency in the Parish, to develop a data base for contacts who can be used as first point of contact. Clerk will keep some records. Any other volunteers welcome to help as a contact

Quote from D.L.O. for grass cutting Combe Wood Rec.Field for 2015 season - £30.60 per cut. Agreed.

 

The following payments were checked and agreed.

 

Mrs.A.Hunt – expenses and computer allow. £27.24

 

G.Farmer & Sons – cost of traffic mirror for Combe Hill £60.00

 

Village Hall (January - March meetings) £48.00

 

104/14-15GENERAL MATTERS –

 

The election for Parish Councillors, District Councillors and Parliament takes place on 7th May.

 

Nomination papers now available and need to be returned to Yeovil in person by 4pm on the 9th April.
