MINUTES of the COMBE ST.NICHOLAS PARISH COUNCIL MEETING
held on Monday 23rd February 2015, at 7.30pm in the Village Hall.
PRESENT ; Mr .Gerry Sayers (Chairman), Mrs Lynn Osborne, Mrs.Moira Vaughan, Mrs.Rosemary Yarrow, Messrs. Rodney Baylis, John Gilbert, Rob Grimmond, Tony Sauer and John White
Also Ros Roderigo (District Councillor), Nigel Pearson (County Councillor) and 6 members of the public.

Minutes of the Parish Council meeting held on 26th January 2015 were approved as a true record, after the amendments to Minute 80/14-15 (34%, not 44%) and Minute 84/14-15 (possible increase for churchyard upkeep) and signed.
87/14-15 DISTRICT/COUNTY COUNCILLORS REPORTS
County Councillor –
a) New telephone number prefix for County Hall in force shortly - 03 instead of 0845
b) Free surplus Office furniture will be available soon for charities, etc.
c) The BBC is making a programme about the Polish residents of Chard.
d) The small road improvement grant scheme starts again at the end of this year. The proposed chicane on Combe Hill could qualify for this scheme.
District Councillor –. a). The Local Plan will be discussed and agreed next Thursday.
App.15/00375 Mr.& Mrs.G.Turner, Pear Tree, Wadeford. Demolition of existing garage and erection of detached garage/workshop/store. Mrs.Yarrow, Tony Sauer and John White all declared a personal interest. After much discussion it was unanimously agreed not to support this application due to height and size, flooding in the area could be exacerbated, currently open gully in front, access to the old garage is in a different place to the proposed garage.
Parish Plan The final booklet has now been printed, and thanks to volunteers a copy has been delivered to every dwelling in the Parish. Grant of £715 received from S.S.D.C. Thanks extended to the committee. A final meeting will be held shortly.
89/14-15 BEECH TREE/RAILINGS ON THE LAWNS
a) Quote received from Blackdown Environmental of Dunkeswell, for risk assessment and check regarding the remaining beech tree. It was unanimously agreed to accept their quote of £200.
b) Quotes regarding the extension to the railings were put on hold due to the removal of the beech tree. Wicksteeds Ltd and Metalwise to be recontacted re availability and price.
c.) B.Powell & Sons to be contacted re the uneven surface prior to the grass cutting season and repair as necessary.
d.) 2 seats need to be re-sited and fixed now.
e) Offers of trees to replace the copper beech have been received, but it was decided to wait a while.
a). Combe Hill (lower end) – Following the report given last month details of the chicane to be given to Nigel Pearson (County Councillor) to be considered in the small road improvement grant scheme. Contact has been made with Highways regarding a site meeting to discuss the proposed layby for the police motorcycle unit and chicane. Also meeting at the same time to include details of a pedestrian entrance to Underway Meade Community Field.
b) Reply received from Highways re other suggestions made last month. Roundels showing 30 mph can be painted in road alongside Underway Meade area. White lines cannot be re-painted on Combe Hill as the carriageway is not wide enough along the whole stretch. Rumble strips would not be approved due to nearby dwellings.
c) New pedestrian warning signs at either end of Frog Lane will be considered in the next financial year (April) Mention to be made in Cloverleaf Magazine to inform residents.
d) Details of Cloverleaf Magazine email address also to be sent to the Football Club as the final date for articles is short time away so they can give details of events, etc. in forthcoming months
e) Drains – 2 on Stoopers Hill, bottom of Combe Hill, The Lawns, along Whiteway near Ridge cottage and beyond. All need clearing. Drain by The Green/Knightshute needs new cover.
91/14-15 RELIEF IN NEED CHARITY TRUSTEE
It was agreed unanimously to nominated Mr.K.Wheadon as a founder Trustee to serve for a further period.
Blackdown Hills Parish Network – Planning workshop for Parish Council, 19th March at Yarcombe.
93/14-15 Police -. P.C.S.O. Richard Oaten has arranged for the Community Police vehicle to park at the Village Hall on a monthly basis.
a) £50 received from Mr.R.Smith for the rent of the Moormans.
b) £715 received from S.S.D.C. for printing of Parish Plan
The following payments were checked and agreed.

95/14-15 GENERAL MATTERS –
The election for Parish Councillors, District Councillors and Parliament takes place on 7th May.
Nomination papers will be received shortly and have to be returned to Yeovil in person by 4pm on the 9th April.
