MINUTES of the COMBE ST.NICHOLAS PARISH COUNCIL MEETING held on Thursday 22nd September 2014, at 7.30pm in the Village Hall.
PRESENT ; Mr .Gerry Sayers (Chairman), Mrs Lynn Osborne, Messrs. Rodney Baylis, Rob Grimmond,
and John White
Also Ros Roderigo (District Councillor), Mr.Nigel Pearson (County Councillor), Martin Wale, and 3 members
of the public.

Minutes of the Parish Council meeting held on 21st August 2014 were approved as a true record, and signed.
44/14 DISTRICT/COUNTY COUNCILLORS REPORTS
District Councillor –. The plans for a 6.8 MW solar farm proposed at Wambrook have been slightly amended.
County Councillor –
a) Complaint received about the 8am bus to Taunton Colleges being full and leaving passengers behind.. An extra minibus is now being added to the route.
b) Funding for Blackdown Hills has been cut by Somerset C.C.to £6000 and donations will be asked for from the Parishes. Devon C.C.continues to give large grants. Defra could cut their funding due to this.
c) Solar panels and use of farming land was discussed.
App.14/03682 Mr.G.Cooper, Grawen, Nimmer. Erection of polytunnel. No objections
App.14/03738/LBC Mr.J.Dare, Willhayne House, Court Mill Lane, Wadeford. Alterations and conversion of garage/outbuilding to ancillary accommodation. No objections to the actual conversion, but big concern about the loss of privacy to the adjoining neighbours. The height of the wall, needs to be higher or screening fitted. A condition should be added that the accommodation only used as ancillary to the dwelling and cannot be used for business purposes.
McTaggart & Mickel/David Wilson Homes appeals. These have now been completed, but on the final day new plans were shown regarding the highway junctions/4-way traffic light system for Crimchard road. The Inspector will be visiting the area this week to check roads/footpaths/times of journeys, etc. A decision should be made on the 29th November
Parish Plan update – copy of booklet sent to Paul Philpott for comment and information re grant.
46/14 VILLAGE HALL
Lottery funding granted for £10,000. Work has now started on the Toilet Refurbishments, and Parish Council donation of £1000 will now be paid.
46/14 LAMP-POST ON THE GREEN
S.C.C.Street Lights Dept. have checked the lamp and the wiring is completely rotten and needs replacing up to the control box on the telegraph pole. Quote for this work now requested. The lantern top of the lamp has been removed temporarily.
47/14 BEECH TREE ON THE LAWNS
The fungi, Meripilus Giganteus, has been found on the larger Beech Tree on The Lawns. S.S.D.C. Tree Officer, Phil Poulton, recommends that as it is now dying, branches can fall without notice, and being is in a public place, particularly the children’s play area, the tree should be felled. 3 quotes are being obtained. This magnificent tree is a big feature of the village landscape. The news was met with great dismay.
The edge of the road between Snowdrop Cottage and the Cuttifords Door crossroads is still dangerous. Highways to be contacted again as a matter of urgency, and also advise Nigel Pearson, C.C. for help
Request again for clearance of the buttle by Highways.to alleviate any flooding, particularly when Wessex Water flush out the pipes. A quote also to be obtained by local resident Daragh Poynter.
Hedges by 30mph sign on Stoopers Hill, and the S.I.D.sign at the bottom of Combe Hill need clearing.

Grant of £2500 received from Health and Wellbeing fund, via Nigel Pearson, C.C. towards the cost of the new fence alongside the Lawns.
