MINUTES of the COMBE ST.NICHOLAS PARISH COUNCIL MEETING held on Monday 28th July 2014, at 7.30pm in the Village Hall.

Minutes of the Parish Council meeting held on 23rd June 2014 were approved as a true record, and signed.
24/14 DISTRICT/COUNTY COUNCILLORS REPORTS
County Councillor –
a) The outcomes following the consultation re the A.303 have now been sent to John Osman, Leader of S.C.C.
b) The Health and Wellbeing fund is now open again, until November. Quotations re fence extension at The Lawns now to be sent in.
District Councillor –.
a) Meeting held re rural Broadband in Somerset and Devon. The timings depend on the age of the tel.exchange and as Chard is reasonably new this area could be in the last 8% to get the service. The District Council has given extra funds to try and improve this situation.
b) A solar farm is proposed at Wambrook, just on the other side of the A.30. More details to follow.
c) Highways were discussed at the recent Area West meeting, and the issues of deep holes on the side of the road at Cuttifords Door, and the bad surface at the eastern end of Whiteway should be re-reported to Highways for consideration.
App.14/02626 Mrs.Gray, re Land north of Classet House, Frog Lane. This application is adjacent to the current village development area, but Policy SS2 can apparently now be modified if the village is sustainable, and the proposed building is in keeping with the area. No objection to this application in principle, but as applications have always been refused if outside the current development area that view will continue in this case, until written regulations are received to the contrary.
App.14/02808 Mr.P.Matravers, Hill View, Cuttifords Door. No objections to the building, but concerns about the flood water run off from the road on to adjacent properties, Also concerns about the size of the current septic tank and the visibility aspect.
Parish Plan update – Nearly completed, but if a statement is included about housing, or limited housing, a site should also be included which is acceptable for this. S.C.C.to be contacted re the land they still own in Combe Wood Lane.
26/14 THE LAWNS – EXTENSION OF FENCING
As funding is now forthcoming again, estimates to be sent to Nigel Pearson, County Councillor.
27/14 LAMP-POST ON THE GREEN
Re-wiring of lamp is required. S.C.C.Street Lights Dept. have been asked to provide a quote for cost of all works required.
Map of Drains received from Highways and sent to Councillors – Volunteers needed
Problems re Cuttifords Door and Whiteway – see District Councillors report.
Concerns about football club traffic – letter to Chairman to remind drivers of speed limit and narrow lanes. Turning out of Higher Alterhay not good for visibility, but not much can be done.
Rubble in Court Mill Lane in process of being cleared.
Church Path not cleared by County verge clearance. Nettles and brambles need trimming.
The Lease for the Allotment Field in Higher Alterhay will shortly be up for renewal. Rob Grimmond is negotiating with the owners and the rent may go up by 5% = £20 increase from the lst January 1915. All plots currently rented out.
David Laws, M.P. will be visiting the Parish on Weds.30th July, 6pm at the Green
Playday will take place on The Lawns 14th August, arranged by .S.S.D.C.from 10am – 3pm
1. New plans for the Village Hall toilet refurbishments were shown and discussed, - for information
2. External Audit completed – no problems. Notice of Completion to be posted on noticeboard

32/14 GENERAL MATTERS
Annual Flower Show on 2nd August.
Seat outside The Haymaker needs repairing. Publican willing to mend this, and Parish Council will pay any costs for materials.
