a) Information about tree cutting within the conservation area of Wadeford was given.

 

b) Rev. Sue Tucker was welcomed to the meeting. She is based in Chard but Combe St.Nicholas is part of her area, although a new vicar is being appointed. The Parish Councillors are invited to the church on Sunday 3rd August where there will be a small exhibition from 9.30am to mark the outbreak of the First World War followed at 11am by a service. More use of the church was proposed by some in the Parish Plan responses – all comments re. the church will be sent on to Sue Tucker.

13/14 MINUTES

 

Minutes of the Parish Council meeting held on 30th May 2014 were approved as a true record, and signed.

 

14/14 DISTRICT/COUNTY COUNCILLORS REPORTS

 

District Councillor –.

 

a) Exhibitions re proposals for A.303 improvements will be held in Chard on Thurs.17th July from 3 – 8pm. The outcome of the appeal re Mctaggert and Mickel at Cuttifords Door has been postponed until 28th August when the David Wilson appeal is due, so that the 5-year housing supply can be considered when the Inquiry will be re-opened.

 

b) A query has arisen on a current planning application, just received. The Agent states that policy SS2 can be ignored as this application refers to a new build adjacent to the current village planning boundary and S.S.D.C. have withdrawn the immediate boundary. After checking with the Planning Officer this application can be considered even though it is outside the current development limit.

 

County Councillor –

 

a) A recent scrutiny committee meeting was held with Police Commissioner Sue Mountstephens. The Convert Link junction was discussed re proposals re M & M appeal road suggestions, and the A.303. The B.B.C. representative was also there. Chard is getting a petition up to fight the Traffic Regulation Order (TRO) re the alterations proposed at Convent Link junction.

 

b) Neil McWilliams, of Highways, is being promoted New Manager announced soon. c) New rules re School meals for primary age children, and West Somerset railway were also discussed.

 

15/14 PLANNING

 

  • App.14/02534 R.D.Burrough & Son, Erection of an agricultural workers dwelling (outline) on Land OS 7100 part, Catchgate Lane. No objections

 

  • App.14/02414 Mr.P.Herst, Combe Head barn, Fairclose. Demolition of stable block and the erection of general purpose agricultural building.. No objections.

 

  • Parish Plan update – 50 residents attended the cheese and wine evening and all considered the draft booklet to be a good outcome. A further meeting was held when the Committee discussed the various photographs and comments to be added. This is still ongoing.

 

16/14 THE LAWNS – EXTENSION OF FENCING

 

A further quote has been obtained, but for materials only. As this was nearly as expensive as the other quotes, and volunteers would be required to fit, with no liability security, it was resolved to accept the quote from Metalwise, Sticklepath, Combe St.Nicholas, providing the specifications are agreed following a site meeting. Copies of the quotes will then be sent to Nigel Pearson, County Councillor, to ask if a grant is possible towards the cost, when the next round of grants is proposed.

 

17/14 LAMP-POST ON THE GREEN

 

Street Light dept. of SCC will be checking the wiring etc, very shortly to ascertain the problem.

Letter of thanks to be sent to Dave and Margery Clarke for providing the hanging baskets on the lamp-post.

 

18/14 HIGHWAYS

 

  1. Map of Drains received from Highways – Volunteers needed to identify the blocked drains. Item to be printed in next Cloverleaf magazine.

 

  1. Thanks to John White for fixing the Traffic mirror obtained by Mr.Gilbert to replace the broken one at the bottom of Combe Hill Cost to be supplied for next meeting.

 

  1. A.303 – Letter to be sent re concern about the junction with Bishopswood/Giants Grave Road. Vehicles towing caravans using the nearby caravan site have great difficulty pulling out from this junction as the speed of traffic on the A.303/short visibility/vegetation needing clearance causes problems. Contact to be made with the Caravan Site to add support.

 

  1. White lining, etc. have been repainted through Wadeford and Combe. Letter of thanks to be sent to Colin Fletcher of Highways, and thanks to Moira Vaughan for arranging this.

 

  1. Thanks extended to John White for fixing the new traffic mirror at the bottom of Combe Hill

Letter from David Laws, M.P. will be visiting the Parish on Weds.30th July, 6pm at the Green

 

20/14 Police P.C.S.O.Ben Samways is being transferred to Crewkerne.

  1. V.A.T.Refund received re 2013 – 2014 of £500.31

 

  1. The Village Hall toilet refurbishments were discussed, but it was considered necessary to have proper plans drawn up showing full specs. before committing public money. Concern about lack of professional information.
